Richard A. Appelbaum

Position:  Of Counsel, since 1996.  Admitted to practice and member of bars since 1970:  District of Columbia and Florida.  (Not admitted in California.)  Education: U.S. Coast Guard Academy (B.S. with honors, 1961); George Washington University (J.D. with honors, 1970).  Served on active duty in the U. S. Coast Guard from 1961 to 1996, retiring at the rank of Rear Admiral.  Regional Chief Legal Officer, 1970-1973 (Southwest) and 1982-1986 ((Southeast).  Chief of Law Faculty and Professor, U.S. Coast Guard Academy, 1973-1977.  Chief Military Judge, 1978-1980.  First Director of the National Pollution Funds Center and Administrator of the Oil Spill Liability Trust Fund, 1990-1992.  1st Vice Chairman Emeritus of the Navy-Marine-Coast Guard Residence Foundation.
