Joe
Walsh received a B.S. degree, with honors, in nautical science from the U.S. Merchant Marine Academy at Kings Point, New York
in 1983.
He is presently
a Captain
in the U.S. Navy (RC) with over 22 years of continued service on active duty and
reserve tours. Capt. Walsh is also licensed by the U.S. Coast Guard
as Master (1600 tons) and Second Mate (unlimited). He received his J.D.
degree, cum laude,
from the University of Arizona in 1989, and is a member of the
California Bar.
Mr. Walsh associated with Keesal, Young & Logan in 1989 and became a shareholder
in 1998. Mr. Walsh's practice focuses primarily on oil and chemical pollution matters,
casualty investigation and crisis response. Mr. Walsh has responded to numerous
marine oil spills and has appeared as lead counsel for responsible parties in unified
command activities, third-party claims, natural resource damage assessments
and
criminal prosecutions. Mr. Walsh is also credited with successfully trying to a
jury what is believed to be the nation's first third-party lawsuit under the
Oil Pollution Act of 1990 ("OPA '90") resulting in a favorable verdict in excess of $5 million. Mr. Walsh represented an independent oil company with respect to natural resource damages and pending civil penalties relating to a 1997 spill from
an offshore facility off the Central Coast of California.
He is currently acting
as the lead attorney in a high profile claim for natural resources damages
arising
out of a 1997 fuel oil spill in Humboldt Bay California.
Mr. Walsh is also responsible for the firm-wide education and training of Keesal
Young & Logan's environmental and maritime attorneys who are assigned to respond
to maritime disasters and environmental emergencies, particularly those involving
pollution. He has written published articles and presented seminars on pollution
matters in national and international forums. Mr. Walsh is a Proctor in Admiralty
in the Maritime Law Association.
